@Dublin_Dub NCT won’t fail you for minor surface rust, but if it is pitted or structural, you are done. Wire brush it and spray some undercoat. As for insurance, the system in Ireland is a joke for young drivers. Try BoxMo or getting named on your parents' policy for a year. Make sure your headlights are aligned properly too, that is the most common reason people fail the NCT down here.
